1. **Vehicle Sourcing and Purchase**
Select vehicles that meet the technical and age requirements of the destination market. Sign a purchase contract with domestic suppliers (individuals or companies), ensuring the contract specifies vehicle age, emissions/energy standards, and safety conditions.
2. **Transfer Registration “Pending Export”**
At the local used-car transaction center, complete title transfer and issue a new registration certificate. The registration certificate must be stamped with “Transfer Pending Export,” and a temporary export-pending license plate (“Second-hand Car Transfer Pending Export”) must be obtained.
3. **Inspection and Certification (“One Car, One Test”)**
Engage a qualified third-party inspection agency to perform a full safety and emissions check per the “Used Passenger Vehicle Export Inspection Specification” (and equivalent commercial-vehicle standard). Obtain an official inspection and appraisal report.
4. **Apply for Export License**
Qualified exporters submit to their provincial (or municipality) Commerce Department: the foreign trade contract, the inspection report, the vehicle registration certificate, and company qualification documents. The Commerce Department reviews and issues a batch-specific export license (up to 20 vehicles per license).
5. **Customs Declaration and Clearance**
Using the China International Trade Single Window, file an electronic export declaration. Required documents include: export license, commercial invoice, packing list, bill of lading, agency authorization, and the inspection report. On the declaration form, report the commodity name as “Used + Brand + Engine Size + Body Type” and include the VIN.
6. **Foreign Exchange Verification or Tax Rebate**
Ensure that the foreign buyer’s payment equals the declared export value. For exporters eligible for VAT rebates, submit the necessary documentation (customs declaration, tax documents) to claim rebates under the standard export tax-refund procedures.
7. **Shipping and Logistics**
Book roll-on/roll-off (Ro-Ro) or container transport at a major auto terminal (e.g., Shanghai Haitu International Auto Terminal). Submit an arrival report electronically; upon customs inspection (if selected) or immediate release, proceed to load vehicles onto the vessel.
8. **Post-Export Deregistration**
Within two months after customs clearance, apply to the local Public Security Traffic Management Bureau to cancel the vehicle’s domestic registration. Return the original license plates and mark the registration certificate as “Exported.”
